Connect finite workload admission, demand prediction, headroom, budget and quota limits, scaling, warmup and independently verified performance.
Purpose: connect demand volumes and effort distributions with finite admitted work, resource reservation, forecast uncertainty, accountable capacity decisions and business performance. Distinguish logical planning, observation, resource adjustment and verified application service outcomes. Operational invariants: queues and concurrency have explicit limits. Resource changes respect funded budgets and hard quotas; admitted critical work must preserve safety and authorization under resource pressure. Unready new capacity must not count as service-ready. Scaling changes require independent post-change latency, correctness, resource and cost verification; ineffective changes are reversed or escalated. Budget exhaustion produces explicit overload or deferral rather than hidden unbounded work. Adoption contract: supply measured arrival distributions, average and tail work effort, workload classes, cost curves, quotas, resource warmup, scaling hysteresis, SLOs, elasticity acceptance windows, overload responses and protected recovery headroom. No provider or deployment topology is prescribed. Limitations: this is a logical reference and neither executable autoscaling, a calibrated forecast, a mathematically proven queue model, a guaranteed cost limit nor a demonstrated service SLO.
