Purpose: establish whether a specific external regulatory duty applies to a legal entity or operating activity under documented jurisdictional, temporal and factual conditions. A legal source, nonbinding guidance and the enterprise's interpretation are different artifacts. Decision lifecycle: authoritative sources are verified, source/version and affected enterprise nexus are assessed against predicates and thresholds, qualified reviewers approve the applicability determination, and amendments or changed activities trigger reevaluation. Disputed cases remain explicitly unresolved pending review. Limitations: the reference does not select any jurisdiction, instrument, legal source text or binding interpretation; it is not legal advice and cannot certify compliance. Existing metamodel kinds express legal source publications as business objects and interpreted duties as requirements until native legal instrument and obligation types are added.
