Purpose: define a stable enterprise capability model and trace desired stakeholder value into a staged delivery journey, process realization, resource accountability, information demand and independent acceptance evidence. Decision discipline: a capability expresses what the organization must be able to do, not how software is deployed. Value-stream stages express stakeholder-relevant outcomes; process models specify the activities and organizational roles that execute them. Adaptation: bind accountable owners and business objectives, specialize entry and exit criteria for every stage, identify the actual information records, and measure whether delivery produces the intended outcome. Missing capacity, incomplete transitions and weak outcome evidence require explicit correction. Architectural baseline: technology-neutral and organization-neutral; no claim of compliance, correct implementation, or prescribed operational structure.
