Model stakeholder demand through approval, value-stage transitions, operational handoffs and independently accepted service outcomes.
Purpose: separate stakeholder value-stream stages from the processes and organizational units realizing them. Model attributed requests, approval rights, committed service scope, fulfillment, independent verification and exception compensation. Operating contract: eligible demand precedes approved commitment; fulfillment executes only within that approved scope; delivered services require explicit acceptance of the original outcome. Denied, unsupported or defect-bearing requests enter corrective activity, never an automatic permit. Implementation considerations: specialize staffing, capacity, decision thresholds, information classification, evidence retention and target service times. The architecture is organization- and technology-neutral; it is not evidence of any adopting organization's control or regulatory compliance.
